With support from the World Bank Institute, the Government of India has established a nation-wide program (called PEARL) to foster city-to-city exchange as part of a nation-wide urban development initiative.  A conference in Goa, India on July 22-23, 2010 was held to take stock of city developments.  Tim Campbell was invited to present research findings about how cities learn.
